Create a new scheduling record if not found else update the existing one

This endpoint creates a closing appointment for a specified party for a closing/loan.
The user needs to create a closing and set closingType, closingDate (scheduledCeremonyTime) and timezone to the closing. These fields can be added using Update a Specific Closing endpoint.
The closing appointment will be linked to the closing using the applicationId, as there is one closing for a single loan.
